Articles of Agreement Explained - Upcoming Lamoille South Unified Union Australian Ballot Vote

All voters of Elmore, Morristown and Stowe are encouraged to vote in the upcoming election regarding the Articles of Agreement for the newly created School District of Lamoille South Unified Union School District (LSUU). The Articles of Agreement establish critical rules around where students will attend school, the closure of school buildings, and the representation on the new Union District Board.

Explanation of Articles:

Article 1: School Attendance. This Article, if adopted, ensures that each student will attend the school that a student residing in that town would have attended in the academic year 2018-2019 through the academic year 2022-2023. A parent or guardian may also request for enrollment in a different school operated by the New Union District.   If this Article is not adopted, each student will attend the school that a student residing in that town would have attended in academic year 2018-2019 through academic year 2020-2021 rather than through academic year 2022-2023.

Article 2: Closure of School Buildings. This Article, if adopted, ensures that the New Union District cannot close or cease using any school buildings for direct education of at least one grade through 2022-2023 unless first approved by the voters of the new Union District. If this Article is not adopted, the new Union District will not be able to close or cease using any school buildings for direct education of at least one grade through 2020-2021 rather than through 2022-2023.

Article 3: Closure of School Buildings Beyond 2023. This Article, if adopted, ensures that the New Union District can only close or cease to use a school building for direct education of at least one grade beyond 2022-2023 if it is first approved by the voters of the new Union District. If this Article is not adopted, the new Union District can only close or cease using any school buildings if it is first approved by the voters of the new Union District beyond 2020-2021 rather than beyond 2022-2023.

Article 4: New Union District Board Membership. This Article, if adopted, would establish representation on the new Union District Board of seven individuals. Three seats to the town of Morristown, three seats to the town of Stowe and one seat to the town of Elmore.  If this Article is not adopted, the new representation on the new Union District Board would include six individuals; two to the town of Morristown, two to the town of Stowe and two to the town of Elmore.

Voting will occur on Tuesday, February 26, between 8:00 a.m. and 7:00 p.m. at your town’s polling location. You can also vote early!  Vote today or any day your town office is open in advance of February 26.

While we are requesting a delay of implementation of the forced merger in the legislature and also challenging the forced merger in court, we want to prepare for all outcomes.  We are, therefore, moving forward with the establishment of this new Union District. In the event that we are forced to merge, by establishing this new Union District we will be able to continue to provide the highest quality education possible for our children at the beginning of the 2019-2020 school year.
